            Planning, Design, Regulatory Approval, Construction Supervision and Inspection of varying professional work assignments for Private and Public Clients including Sewerage and Water Systems, Site Investigations, Conceptual Land Use Reviews and Analysis, Site Plans, Subdivisions, Mixed-use Planned Developments, Commercial and Office Projects, Industrial Parks, Roads, Drainage Systems, Detention Ponds, Soil and Erosion Control Plans, Bridges, Dams, Landfills, Solid Waste Transfer and Recycling Facilities, Gravel Excavations and Bedrock Quarries, Inland Wetland Permitting, Stormwater Permits, Stormwater Pollution Control Plans on site Septic System Designs, Groundwater Monitoring and Investigations, Environmental Site Assessments, Traffic and Sight Line Investigations, Building Inspections, Expert Investigations and Testimony.

 

            Currently serving as the Consulting Town Engineer for the Towns of Canterbury, Chaplin, Franklin, North Stonington, Pomfret, Sterling, Stonington Borough, and Union, Connecticut. Previously served as the Consulting Town Engineer for the Towns of Ashford, Brooklyn, Columbia, Coventry, Eastford, Lebanon, Old Lyme, and Windham, Connecticut. Currently also providing on call Engineering, Surveying, and/or Technical Support Services to the Towns of Lisbon, Tolland, Windham and Woodstock.

 

            Providing State of the Art Land Surveying Services including Boundary, Topographic, and Computer Assisted Mapping of numerous small and large properties and project sites including the completion of comprehensive land boundary and infrastructure surveys of Eastern Connecticut State University and Southern Connecticut State University campuses for the State of Connecticut on AUTOCAD digital format, Boundary Surveys of Land Acquisitions by the Connecticut Department of Environmental Protection and the State Department of Public Works, and the locating and/or re-establishment of lost Town line boundaries, such as portions of the Willington-Ashford Town line, the Ledyard-North Stonington Town line, the Preston-North Stonington Town line, the Voluntown-Griswold-North Stonington Town line, the Franklin-Lebanon-Bozrah Town line and the Franklin-Windham Town line.

 

1972 - 1979     Town of Mansfield, Connecticut

                        Director of Public Works, Town Engineer and a Special Constable

 

            Administration and Supervision of Highway, Building and Grounds Maintenance, Solid Waste Disposal, and Building Code Enforcement.

 

    Planning, Engineering Design and Construction Supervision of Capital Improvements including Road and Drainage Improvements, Baseball and Soccer Recreation Fields, Tennis Court Facilities, a 6.5 acre Recreation Pond including Park Trails and Swimming Facilities,                                                          
 

            Conversion of an Elementary School into a modern  Town Office facility, a new Town Garage complex and 1.5 miles of Sanitary Trunk Sewer Extensions.

 

            Acted as the Town Manager and Director of Public Safety as second in command as required on an on-call basis.

 

            Acted as the in house review agency for all Town Projects and evaluated the budget impact of all Capital Projects proposed annually by all Town Agencies and Departments. 

 

1969 - 1972     City of Willimantic, Connecticut

                        City Engineer and Zoning Code Enforcement Officer         

 

            Planned, designed and administered the construction, repair and/or replacement of new Parking Lots, Streets, Sidewalks, Water and Sewer Extensions, and Storm Drainage Systems.

 Served as Chairman of the Willimantic Traffic Authority and Ex-Officio member of the Windham Planning Commission.

 

            Planned and Administered a 7.5 million dollar Sewerage System and Treatment Plant expansion, a 6.5 million dollar Water System upgrading, a new Police/Fire Complex, and numerous changes to City Streets and Utilities due to the Relocation of U.S. Route 6.

 

            Supervised the construction of Streets and Utilities in new Subdivisions, Multi-Family Housing Projects, Commercial and Industrial Projects.

 

            Actively provided Design Review and initial Construction Supervision of a 10.5 million dollar Downtown Urban Redevelopment Project.

 

            Reviewed and issued Zoning Permit Approvals for all private construction within the Municipality.
