Donald R. Aubrey, P.E., L.S.

Donald is the owner and President of Towne Engineering, Inc.  He has been providing the area with Civil Engineering and Land Surveying services at Towne Engineering for over 35 years. He was licensed as a Professional Engineer in 1975 and became dually licensed as a Land Surveyor in 1981.  His practice provides services to both private clients and his municipal accounts where he acts as the Consulting Town Engineer. He is currently acting as the Consulting Town Engineer for the Towns of Sterling, Union, and Franklin.  He also have reviewed certain projects and advised Land Use Commissions in the past year for the Towns of Lisbon, North Stonington, Chaplin, and Canterbury. Within the last five years we have provided consulting services to Stonington Borough, Pomfret, Canterbury, Brooklyn, Scotland, Griswold, and Ashford.  We have additionally prepared Surveying and Engineering projects for the Towns of Tolland, Woodstock, Thompson, and Windham in the past 5 years. He is proficient in planning, Engineering design and construction supervision of a wide variety of projects including new road construction; road reconstruction/upgrades and drainage improvements; recreational fields; sanitary sewer and water main installation and maintenance.  As the Director of Public Works in Mansfield he successfully converted an elementary school into a modern Town Office facility, oversaw construction a new Town Garage complex and the installation 1.5 miles of sanitary trunk sewer extensions.  Donald is versed in the full range of work items that would be seen in a Civil Engineering practice including: dam construction/repair; drainage projects; bridge inspection; repair and replacement; soil testing; septic design; commercial site plans; Department of Environmental Protection and Army Corps of Engineers permitting; permitting on the local level from Inland Wetlands Agencies, Planning Commissions, Zoning Commissions, Zoning Board of Appeals, Historic District Commissions, and Water Pollution Control Authorities; design of sand/gravel excavation; storm water management designs; inland wetlands restoration projects; pond design for agricultural uses; storm water permitting for commercial/industrial sites; residential site plans; drainage problems; new road design; road rehabilitation design; and long term planning for municipal improvement maintenance. He has supervised highway, building and grounds maintenance, solid waste disposal, and building code enforcement.   In his Consulting Town Engineer role Don enjoys acting in the role of problem solver and working with Contractors to ensure that projects are constructed in accordance with the approved plans and working through the inevitable unforeseen circumstances that arise with any construction project.
 
During his career Don has worked on many land surveying projects including: boundary surveys, topographic surveys, and computer assisted mapping of numerous small and large properties and projects, including Eastern Connecticut State University and Southern Connecticut State University campuses for the State of Connecticut. Don has provided boundary surveys of Land Acquisitions by the Connecticut Department of Environmental Protection and the State Department of Public Works as well as for numerous private clients. He has worked on locating and/or re-establishment of several lost Town line boundaries.
 
Don also holds licenses as a Connecticut Sub-surface Sewage Installer (#002577) and a Connecticut Plumbing & Piping Limited Contractor (PLM.0207930-P7).
 
Don has also been called upon numerous times to act as an expert witness in court cases involving both Engineering and Land Surveying matters.

Joe has been with Towne Engineering, Inc. since 1993 and is the General Manager and a Licensed Land Surveyor with a background in Natural Resources Management and holds a Masters Degree in Forest Resources from the University of Idaho, a Bachelor of Science from the University of Idaho, and an Associate’s Degree from Paul Smith College.  Joe is responsible for daily operations and management of all Engineering and Surveying services.  Joe has prepared many Boundary and Topographic Surveys, Site Plans, Subdivision Plans, Mixed-use Planned Developments, Commercial and Office Site Design Projects. He has also overseen many projects regarding Soil and Erosion Control Plans, Detention Ponds or basins, Inland Wetland Permitting, Groundwater Monitoring and Investigations, and Environmental Site Assessments. He is experienced in supervising the development of gravel excavations. Joe can compute and prepare legal descriptions for boundaries and easements. Joe has worked on many cemetery surveying, mapping, design, and layout projects.  He performs in-depth land records research, and has been qualified as an expert witness in boundary court cases.  Joe prepares and evaluates project proposals, bids cost estimates and reviews the scope of work with most Clients. He also assists with our Municipal Clients in plan review, municipal permitting of many types and construction inspections as required.  He assists Clients in obtaining regulatory approvals by presenting plans and projects to Inland Wetlands Commissions, Open Space Advisory Commissions, Conservation Commissions, Planning Commissions, Zoning Commissions, Water Commissions, Historic District Commissions, and Zoning Boards of Appeals numerous times throughout the course of the year. 
 
Joe is currently a member of the Ellington Wetlands Commission, and is vice president of the Ellington Cemetery Association. In the past Joe has been an Operations Forester and Forest Planner at the University of Idaho Experimental Forest, as well as the Assistant to the City Supervisor in the City of Genesee, Idaho.

Matthew D. Maynard P.E. 
Matt has been with Towne Engineering, Inc. since 2001. He has recently received his P.E. and is now the newest Project Engineer in the firm. Matt performs project development for private sector Engineering projects, including generating conceptual project design, preparing cost estimates and proposals, prepares project specifications, bid documents, and project permit applications. He prepares project base mapping for septic systems, sewer mains and laterals, roads, and bridges, and provides contractor assistance to ensure a complete and successful project. He performs various Engineering tasks related to the development and construction of commercial buildings, residential subdivisions, dam rehabilitation, bridge reconstruction, culverts, and residential, commercial and municipal onsite septic systems. Matt also performs construction inspections and analysis for various Engineering projects such as paving, culvert installations, utility installations, and sewer main and lateral installations and drainage problems. Matt is also the Vice President and Supervisor of Maynard Trucking. There he performs all phases of construction for residential, municipal, and commercial construction projects. Matt prepares estimates and contracts, construction sketches, and applications to get construction projects approved on the local level. He performs site construction for the development of onsite septic systems, residential dwellings, additions, and garages. In addition to being a Licensed Engineer, he is also a Licensed Septic Installer.
